Subject: [PATCH] feat(03-01): add createTempGitProject helper to
 tests/helpers.cjs

- Creates temp dir with .planning/phases structure
- Initializes git repo with user config
- Writes initial PROJECT.md and commits it
- Exports createTempGitProject alongside existing helpers
