Subject: [PATCH] fix: use consistent allowed-tools YAML format (#179)

Convert inline array format to list format in discuss-phase.md
to match all other command files in the codebase.

Before: allowed-tools: [Read, Write, Bash, ...]
After:  allowed-tools:
          - Read
          - Write
          - Bash
          ...
