Backgrounded, Step 3 has nothing to inspect, so this agent returns `CONTINUE_REQUIRED`, the orchestrator auto-resumes (#2257/#3448), and the resumed manager spawns a SECOND debugger that races the first on `.planning/debug/{slug}.md`. Wait for it; do not background it, and do not poll for it.
