**The host-integration capability matrix now documents the `effortSurface` axis for every runtime** — the axis shipped in #2481 with real values in 19 runtime descriptors, but the matrix that ADR-1239 designates its cited source of truth had no legend entry and not one per-runtime row, so every committed value was undocumented in the one place meant to explain it.
