feat(15-02): register journal export/import commands and Posts toolbar

JSON CLI matching PHP ExportPosts/ImportPosts ships as HasCommands, and Posts toolbar actions reuse that logic behind access_import_export. Co-authored-by: Cursor <cursoragent@cursor.com>
