ebaf3a0817 refactor: spell the five permission codes out in the catalog 
The catalog reads like the Winter registerPermissions() list, and a
test pins the codes and their default roles.

4e17c0d35b test: cover the Users admin list, update and the privileged-member guard 
- admin harness: boots the plugin with the admin API mounted and
  mints backend administrators with chosen permissions
- TestAdminUsersTracer and TestAdminPrivilegedMember
