docs: require PostgreSQL 15 or newer (verified on postgres:15)

The database suites (lagoon, lagoon/attach, cabana, beachcomber,
lighthouse, bouncer, conga, docs/examples/blog) pass against postgres:15
from a HEAD export with the test image retargeted.
