test(19.6): gate requires the user-plugin unit tests

- userplugin stage: TestLoginGates (also under -race), TestDeviceAuthURL,
  TestDeviceDisplayName and TestDeviceCodes in classes
- docker stage: the gate order, password-change sources, reset action and
  device-flow tests, and TestDeviceAuthSessionsMigration in updates
