## Scope Decision

**UI audit: N/A / skipped.** This phase nests Go framework packages under `modules/`, rewrites imports and path-sensitive checks, adds package/root documentation, and adds a hygiene gate. It does not modify the Phase 10 Vue component, CSS, copy, tokens, layout, or interaction behavior.

The one frontend-adjacent change is [admin/vite.config.ts](../../../admin/vite.config.ts:25): `build.outDir` changed from `../boardwalk/dist` to `../modules/boardwalk/dist`. The committed `boardwalk/dist` files were relocated without content changes: the Phase 10.2 migration commit has identical Git blob sets for the old and new dist paths. This only preserves the build output location after the package-directory move.

The execute:wave:post UI safety gate likewise classified the phase as `frontend:false`, `hasUiFiles:false`, and `hasUiSpec:false`. No Phase 10.2 UI-SPEC.md exists.
