3. Cutover checks
expected: v0.1.0 created and pushed at the reviewed commit and summercms.go master pushed (remote master is currently behind local); the release build reports "release v0.1.0"; TestExternalLinks and check-phase11.2.sh --terminal --verbatim pass against the public repo.

4. WR-03 decision on the terminal commands
expected: A decision on whether the page's commands should account for ~/go/bin not being on PATH in a fresh shell (D-40: page copy changes need approval), recorded in the disposition ledger.
