Jakub Zych 3f9d3b4f11 docs: sync todos with g15office and map phases to milestone tasks

Tag the 17 open todos with their g15office task IDs, close 7 todos that
are already done or promoted to Phase 16.3, and record the sync rules
and the phase-to-task map in .planning/G15OFFICE.md.

Todos

pending/: open todos. Each one has a matching g15office task, and its frontmatter carries the task ID as g15office: <id>.
done/: closed todos, each ending with a ## Closed <date> note.

Keep todos synchronized with g15office (project summercms). Creating, closing or promoting a todo updates its g15office task in the same session. The rules and the phase → task map are in ../G15OFFICE.md.
