Scope Decision

UI audit: N/A / skipped. This phase nests Go framework packages under modules/, rewrites imports and path-sensitive checks, adds package/root documentation, and adds a hygiene gate. It does not modify the Phase 10 Vue component, CSS, copy, tokens, layout, or interaction behavior.

The one frontend-adjacent change is admin/vite.config.ts: build.outDir changed from ../boardwalk/dist to ../modules/boardwalk/dist. The committed boardwalk/dist files were relocated without content changes: the Phase 10.2 migration commit has identical Git blob sets for the old and new dist paths. This only preserves the build output location after the package-directory move.

The execute:wave:post UI safety gate likewise classified the phase as frontend:false, hasUiFiles:false, and hasUiSpec:false. No Phase 10.2 UI-SPEC.md exists.
