fix(next): remove reference to non-existent /gsd:complete-phase
The next.md workflow Route 5 referenced `/gsd:complete-phase` which doesn't exist — only `/gsd:complete-milestone` does. After verify-work completes for a phase, Route 6 handles advancement to the next phase automatically, so the dangling reference is simply removed.
