fix(new-project): remove invalid commit step for multi-repo config
The workflow set commit_docs to false for multi-repo workspaces then immediately ran gsd-tools commit on config.json, which would be skipped. Replace with a note that config changes are local-only. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
