which confirms the latent gap in MINIMAL_SKILL_ALLOWLIST — `phase` is pulled
by the core loop but was never in the allowlist. The profile closure model
(ADR-0010 Phase 1) resolves this automatically.

- Back-compat shims preserved: MINIMAL_SKILL_ALLOWLIST, isMinimalMode,
shouldInstallSkill (overloaded), stageSkillsForMode — all legacy tests pass
The phase latent bug is now resolved by closure: discuss-phase, plan-phase,
and execute-phase all require phase, so any profile including any of them
automatically includes phase via transitive closure.
Tests: 22 manifest+resolve, 9 stage, 10 marker (41 new tests, all green).
Back-compat anchor: 80/80 passing.

resolved skill closure. stageAgentsForProfile() already checked resolvedProfile.agents
— it now gets real data so tiered profiles install the correct subset of agents
instead of zero.

Deviation 2 of ADR-0010 phase 1b: the marker written during installation is now
actually honored when re-running without explicit flags (e.g. gsd update). The
dead-end logging block is replaced by resolveEffectiveProfile(), which picks the
marker profile over 'full' when no explicit --profile= flag was given. The resolved
profile is piped through to all 13 stageSkillsForMode dispatch sites (now _stageSkills)
so updates install only the previously-chosen skill subset.
--minimal retains its back-compat behavior (strict 6-skill allowlist, no closure)
while writing 'core' to the marker. mostRestrictiveProfile() is exported for callers
that need to reconcile disagreeing markers across runtimes (smallest skill set wins).

Two PR regressions introduced earlier on this branch:
1. surface.cjs JSDoc comments contained the canonical paths
(~/.claude/commands/gsd, ~/.claude/agents) as example values, which the
cline-install leak regex (~\/\.claude\/(?:get-shit-done|commands|agents
|hooks)) flagged as install-time path leaks. Reworded the docblocks to
describe runtime-resolved paths without literal ~/.claude tokens.
2. The ported research memo proposed hypothetical Option C dispatchers
using slash syntax (/gsd:milestone, /gsd:research). The
docs-parity-live-registry test enforces that every slash-command token
in docs/ resolves to a real command. Rewrote the Option C sketch
without the slash prefix and added a clarifying note that the
dispatchers are illustrative, not shipped.
Targeted tests now pass: tests/cline-install.test.cjs and
tests/docs-parity-live-registry.test.cjs both green.

The Claude Code subagent dispatcher tool is named `Agent` (with `subagent_type`
parameter). The `Task*` namespace (TaskCreate, TaskList, TaskGet, TaskUpdate,
TaskOutput, TaskStop) is the separate task-tracker. GSD's commands, workflows,
and agents were partially migrated and still referenced `- Task` / `Task(` in
55 files, causing orchestrators to silently fall back to inline execution when
no `Task` tool appeared on their tool surface.
Changes:
- `commands/gsd/*.md` allowed-tools: replaced `- Task` with `- Agent` in 24
files; removed duplicate `- Task` from autonomous.md (already had `- Agent`)
- `get-shit-done/workflows/*.md`: replaced dispatcher `Task(` → `Agent(` in
29 workflow files (~133 call sites); TaskCreate/List/Get/Update/Output/Stop
left untouched
- `agents/gsd-debug-session-manager.md`: replaced `Task` → `Agent` in tools
frontmatter (the only remaining agent with the wrong name)

Copilot agents use vscode_askquestions as the equivalent of AskUserQuestion.
Without explicit guidance they sometimes omit questioning steps that depend
on AskUserQuestion, causing extra billing and incomplete workflows.
- Add <runtime_note> to plan-phase, discuss-phase, execute-phase, and
new-project commands mapping vscode_askquestions to AskUserQuestion
- Add AskUserQuestion to plan-phase allowed-tools (was missing, causing

autonomous subagent delegation to sequential inline execution with user
checkpoints between tasks.
Interactive mode:
- Executes plans sequentially inline (no subagent spawning)
- Presents each plan to user: Execute, Review first, Skip, Stop
- Pauses after each task for user intervention
- Dramatically lower token usage (no subagent overhead)
- Maintains full GSD planning/tracking structure

Executor self-check after SUMMARY.md creation verifies key-files exist
on disk and commit hashes exist in git log. Orchestrator spot-checks
SUMMARY claims before trusting and proceeding to next wave. Segmented
execution (execute-plan.md) gets the same self-check inline.
Adds switchable model profiles (quality/balanced/budget) to control
which Claude model each agent uses, balancing quality vs token spend.
New files:
- get-shit-done/references/model-profiles.md - profile lookup table
- commands/gsd/set-profile.md - runtime profile switching
Updated orchestrators to resolve model before spawning agents:
- new-project, new-milestone (7 calls each)

After verify-work diagnoses issues and creates fix plans, the next
command now explicitly signals intent with --gaps-only. This eliminates
redundant state discovery where execute-phase had to figure out why it
was being asked to run on an already-complete phase.

instead of rendering them as inline code. Removed code block wrappers
and added explicit 'Output this markdown directly' instruction.

Subagents can't determine if phase is complete. The orchestrator
(execute-plan and execute-phase commands) runs in main context,
can count plans vs summaries, and updates REQUIREMENTS.md when
phase completes.
- execute-plan: Step 2.5 updates requirements when summaries = plans
- execute-phase: Step 6 updates requirements (phase always complete)
- Removed duplicate from workflow (subagent can't run it anyway)
Reduce principles.md from 158 to 73 lines:
- Remove duplicates (atomic_commits, tdd, deviation_rules)
- Remove version drag from claude_automates
- Keep core orientation: solo dev model, plans are prompts,
scope control, ship fast, anti-enterprise
Add principles.md to 9 core commands so Claude always
understands what GSD is.

The orchestrator pattern conversion (8ed6a8f) removed workflow context
loading for context efficiency but inadvertently removed the offer_next
step that presents copy/paste-ready next commands after plan/phase
completion.
Added explicit <offer_next> sections to both commands:
- execute-plan.md: routes to next plan, next phase, or milestone complete
- execute-phase.md: routes to next phase or milestone complete
Both include /clear hints and copy/paste-ready command paths.

Remove the global ISSUES.md deferred enhancement tracking system.
- Delete /gsd:consider-issues command (never used)
- Delete issues.md template (never instantiated)
- Remove Rule 5 from deviation rules (never triggered)
- Remove all ISSUES.md, ISS-XXX, and "deferred issues" references
- Update STATE.md to track pending todos instead
The ISSUES.md system was designed to capture non-critical enhancements
during plan execution via "Rule 5", but it never fired in practice
across 100+ projects. The system added ~350 lines of dead code.
The /gsd:add-todo and /gsd:check-todos system serves the same purpose
and is actually used.
Note: UAT *-ISSUES.md files (per-plan, created by /gsd:verify-work)
are unaffected - those are a separate, active system.

Wave numbers now computed during plan-phase and stored in PLAN.md
frontmatter. Execute-phase reads wave directly instead of deriving
from depends_on at runtime.
