The lint-regression-test-names gate rejects new bug-NNNN-*.test.cjs files: a
new regression case must live in its owning module's test file. Relocate the
#1477 cases into tests/runtime-artifact-layout.test.cjs (the home of the
findInstallSourceRoot / getInstallExports resolution seam at the heart of the
bug) as a dedicated describe block, and delete the standalone file.
