sim 150acd78c1 test(#4519): migrate security-scanner batch to named timeout constants
Batch 8 of 17 in the ad hoc timeout literal migration (epic #4445).
Replaces every bare numeric timeout/timeoutMs object-literal property in
tests/secret-scan-lint.security.test.cjs, tests/security-scan.security.test.cjs,
tests/security-prompt-injection.security.test.cjs, tests/prompt-injection-scan.security.test.cjs,
tests/read-injection-scanner.security.test.cjs, tests/read-injection-scanner.property.test.cjs,
and tests/security.test.cjs with a named constant, per
eslint-rules/no-adhoc-timeout-literal.cjs. Removes the 7 files from the
rule's allowlist.

The issue guessed this batch "most likely needs its own named
SCAN_TIMEOUT_MS." Reading every one of the 19 call sites directly found a
more specific picture: 8 sites across 3 files scan exactly one small temp
fixture file and match the existing QUICK_SPAWN_TIMEOUT_MS class exactly
(reused, no new constant). Two new shared constants cover genuinely
distinct classes that happen to coincide in value:
SCAN_USAGE_ERROR_TIMEOUT_MS (a bash scan script given missing arguments)
and MALFORMED_INPUT_HOOK_TIMEOUT_MS (a Node hook fed malformed JSON) --
kept as separate names per this migration's standing rule that numeric
coincidence is never identity. Three file-local constants cover a real
multi-file directory scan, a property-fuzzing safety net, and a
path-traversal hook test, each with its own pre-existing rationale
preserved.

No bound is lowered or raised anywhere in this batch, honoring the
issue's explicit caution that security-scan timing margins deserve
extra scrutiny. No src/bin file touched.

//
// allow-test-rule: source-text-is-the-product
// Justification: this file tests scan scripts and CI workflow YAML where
// the textual output IS the deployed contract:
// 1. Shebang lines (`#!/usr/bin/env bash`) ARE the runtime invocation
// contract — startsWith() on the first line is a structural check
// on the file format, not a grep on internal behavior.
// 2. Scan-script labeled findings (`AWS Access Key`, `GitHub PAT`,
// `Private Key`, `Env Variable`) ARE the CI failure log contract
// that humans read when a scan trips. Asserting the label appears
// in stdout is a typed behavioral check on the scanner's output
// protocol.
// 3. .github/workflows/security-scan.yml's step list IS the deployed
// CI pipeline. Substring presence of `prompt-injection-scan.sh`,
// `fetch-depth: 0`, etc. is a structural assertion on what the
// pipeline does, equivalent to parsing the YAML and walking steps.
// Migrating these to a parsed IR would add ceremony without changing
// what is verified — the strings ARE the typed surface.

// ── Locale / non-UTF8 regression tests (#116) ────────────────────────────
// These tests verify that the scan does not produce "Illegal byte sequence"
// errors or hang when encountering binary / non-UTF8 files.
//
// Root cause (empirically verified on macOS 26.5 / BSD tr):
// `tr -cd '[:print:]'` under LC_CTYPE=en_US.UTF-8 (BSD tr) rejects bytes
// that are not valid UTF-8 sequences with "Illegal byte sequence" and
// exits non-zero. The base64-scan.sh script uses `local` for the
// assignment `local printable_count=$(... | tr -cd '[:print:]' | ...)`,
// which masks the tr exit code (bash: `local` always returns 0), so the
// script exits 0 while emitting the error to stderr — producing incomplete
// security coverage silently.
// Fix: prefix the tr invocation with LC_ALL=C so tr treats input as
// single-byte C locale and never rejects high bytes.
//
// Fixture directory: tests/fixtures/base64-locale/
