Register the remaining YAML admin screens and the settings singleton
so a host can boot Posts, Categories, Tags, and Code journal. Posts
update and delete refuse other authors without access_other_posts.

YAML-driven Posts screen stores translatable markdown and regenerates
content_html in the plugin. Publish writes without access_publish are
refused; list and form queries stay on the principal without
access_other_posts.

TestPostTranslatableSmoke ran Plugin.Migrations() on an empty Postgres, so the author_slug ALTER failed. Match TestJournalTables and migrate lagoon backend_users first.
