feat: plugin.yaml manifest for the SummerCMS marketplace

- plugin.yaml generated by summer plugin:manifest (name override: User)
- TestPluginManifest guards it with kiosk.CheckT
- require SummerCMS v0.6.0, the framework minimum in plugin.yaml
