test(19.4-04): gate requires the sm-user-plugin additions' tests

TestEndRequestSession joins the userplugin stage; TestRequestUser,
TestAvatarURL and TestDeactivatingEvent the docker stage. --all is green
on a Docker host (parity NOT RUN, deferred).
