test(18-07): the phase 18 gate requires the payment gateway suites per package (task 3)

Browse Source 
- plugins stage: money, fsm, orders, payments, cart, operators, support,
  currency, models, events, console, api and root suites by name (-short)
- postgres stage: every Postgres suite of sm-paymentgateway-plugin,
  the plan 02 to 06 smokes and the new service, bridge, event, migration,
  command and converter suites
