test(18-07): the phase 18 gate requires the Stripe operator suites and every layer spec (task 4)

- plugins stage: TestStripeAuthentication, TestStripeDataHandling,
  TestSDKPin and TestStripeOperator in sm-pgstripe-plugin
- postgres stage: TestStripeSettingsSmoke and TestStripeImportWinterSmoke
  beside TestHostStripeFlow
- layers stage: the ten spec files and all 69 TAP test names
